Why does radar always make the wind look like it’s from the West? : meteorology

The weather radar https://weather.gc.ca/radar/index_e.html?id=xft always makes the weather patterns move from West to East, even when the wind is from the East (or any other direction): https://weather.gc.ca/forecast/hourly/on-118_metric_e.html

Is this because the radar shows what is happening at a higher level of altitude?
